Employees updates to an existing form is shown as a correction while HR have the option to correct or insert a new row on a single disability record.

While testing 20D we have found that an employee can make an update on a current disability.  The form shows current date and is not updateable. The employee makes the change and it is shown as an override instead of a new row within that disability row.  HR role on the other hand is able to enter a correction or a new row on the disability record.  Is there a way to have the employee's access to the form mimic the HR Role's access?  If we need to enter new rows each time, we will have duplicate rows within our
