Discrepancy between Employee and HR inputs to US Disability record

While testing 20D we have found that an employee can make an update on a current disability. The form shows current date and is not updateable. The employee makes the change and it is shown as an override instead of a new row within that disability row. HR role on the other hand is able to enter a correction or a new row on the disability record. Is there a way to have the employee's access to the form mimic the HR Role's access?
