Unable to create a HR Security profile that doesn't allow access to own record

We have been trying to create a new security profile for HR users (analysts, specialists, payroll manager etc) that has access to all workers i.e employees, ex-employees etc but does NOT allow updating of own record. We create a new data role and assigned to existing (seeded) person profile but were then not able to see ex-employees. We also are unable to run a BI report with user's record being included in results. 

Has anyone else experienced this and if so any suggestions on resolving?
