No section communication in new contact

In new contact under basiz information the unionized employe doesnt have the communication section so they cannot add a phone and email

In new contact under basiz information the unionized employe doesnt have the communication section so they cannot add a phone and email. This section appear for employe and now the section is unavailable for the unionized employe. I've add the manage person contact role but it doesnt work. Have you an idea? Its very important to have emergency contact number phone. Thank you.
