HR Administrator with Area of Responsibility submits Document of Record to Employee

HR Administrator with an Area of Responsibility, adds and submits a Document of Record (License or Certificate) on behalf of the employee.

When workflow is invoked (Document of Record submitted), there needs to be an FYI to the employee.

NB the project is a global implementation, for this example we need to select the Delegation of Canada = CA

I have configured a rules using the Rule: DocumentOfRecordApproval, and tried various permutations of conditions, but unable to get a result.

Any ideas?

NB We have been advised by Oracle the below scenario is not possible.
