Unable to access reports and analytics after userid changes in OTBI

Summary

User no longer is able to access reports and analytics. Receives error 'Unable to reconnect (after 3 tries) to BI Presentation Server using the connection Id =BIPresentationServer.'

Content

A user was recreated using an existing userid.  Prior to the change, the user was able to access reports and analytics, but after the change the following error occurs:

Unable to reconnect (after 3 tries) to BI Presentation Server using the connection Id =BIPresentationServer. Please ensure that it is running.

Not able to navigate to catalog via the tools menu or direct analytics link.
