New Learning Assignments Resource Alert not triggering

This alert does not trigger. When I look at the filter, I can't really make any sense of it as I've not worked with those expressions before. As it is a delivered resource alert, I presume that this should work out of the box. Or am I assuming wrong? Has anyone else been able to get this to work?
