We have a resignation initiated my MSS failed. The rule is that if it is a voluntary termination FYI task goes to Region representative and then it is auto-approved. 

 1. Task goes to HR rep (no action, FYI)

2. Task goes to initiated manager with autoapprove (manager does not take action, the transaction is complete)

We thought that the rule fails because the rep is not found, but we see a lot of similar transactions in the same region as the failed EE completed successfully. 

Manager hierarchy for this EE is valid. Manager who initiated the transaction has the required role on the date the transaction was initiated and effective start date.
