Trying to enhance learning assignment approval rule but it is not working as expected

Hi There, need some help in configuring one of the approval rule. We have implemented learning cloud and trying to enhance learning withdrawal rule but it is not working as expected. Here is the requirement.

 

If the learner is not from BU A or department X and if the self service offering price <=0 or approval flag is NO then it should be self approved.


If the learner is not from BU A or department X and if the self service offering price >0 or approval flag is YES then 1 level of approval.
