Why am I unable to edit the Delivered Rules in HCM Experience Design Studio?

I am unable to edit the Delivered Rules in HCM Experience Design Studio. Date of Birth and Gender are required for specific countries when I go to Hire an Employee, and I need to turn that off, as these fields should not be required for any country. However, it appears I don't have the ability to edit these Delivered Rules. Please see attached screenshots.
