Displaying an uploaded document stored as a blob in a BI Publisher report?

We have a report request to display attachments that are uploaded by employees in a BI Publisher report.  The uploaded attachments are stored as a blob and the table they live in provides the encoding type (fa_fusion_soainfra.wfattachment_view).  I know it is possible to display an image in an rtf template, but I haven't been able to identify if there was a way to display a pdf/other uploaded document within a report.
