Only have access to the documents by employee's LDG when entering

We are implementing Document of Record for other countries outside of the US. The other countries enter their respective data, and will upload DoR. In order to have the DoR just for their countries, they can have a security profile for just documents in their Country.

However, in the US we have an HRIT group that loads documentation for employees in the US, but also needs to support the other countries. the HRIT group needs to be able to view all documents. However, when loading documents, the list is going to get very long.
