Can someone help on the below configuration?

We have a local and global transfer which we use across countries. When HR is initiating the transaction, there is a field under when and why region i.e. "Company change required". If HR changes employee's company from A to B, then the region 'payroll details' appears. We want to remove this dependency of this payroll details region on that field. How can we achieve that using page composer or Design Studio?
