Current and Proposed Details on Workflow Approval Notifications(FYI)

I was enabled FYI notifications to be sent to Payroll team when an address is changed . However, the notifications vary in content when transactions are processed by Employee vs. HR Specialist. we needs all workflow approval notifications to consistently contain current and proposed details.

EXPECTED BEHAVIOR: All address change notifications should contain current and proposed details.

ACTUAL BEHAVIOR: Only transactions initiated by employees contain current and proposed details.

NAVIGATION TO REPRODUCE THE ISSUE:

Login as Employee: Me > Contact Info > Update Home Address
Login as HR Specialist: My Client Groups > Contact Info > Search for an Employee > Update Home Address
