What is the difference between a Applicant and a Candidate?

 

When you pull up an approved Job Requisition you have a small dashboard at the top that shows "New - Meets Qualifications" and "Active Applications" shows 10, however when you click on 10, it only shows 7 records.  How are you supposed to see the missing applicants?
