why Employment info actions button is missing?

Hello ,

This action button disappeared with the same setup that  was before.
Issue: in fusion  when HR specialist custom role enters the ‘my organization’ - quick actions -> employment - > the action button is missing.
We use a human recourse specialist custom Role that has an access to both quick actions under ‘my organization ‘ tab. 
When the human recourse specialists navigates to ‘employment info ‘ - actions button- he could also see the quick actions I mentioned above. (Change assignment etc ) - see screenshots attached.
Now from some reason - not .
The Human resource specialist has access to ALL the quick actions under the action button - change assignment , termination, edit work relationship etc (see attached file).
