Duplicate Checks without asking PII

How are you currently handling duplicate candidates? Currently we are relying on the recruiter to search the candidate list to see if they can find a record before they make an offer on a candidate. We are not asking any identifiers during the application process, so we can not rely on the limited duplicate check in the system.
