Can't get the template builder for Word to properly install

Hi - I have been having issues getting the Template Builder for Word to install properly. I tried both the Oracle Analytics Publisher Desktop 5.5.0 and the Oracle BI Publisher 12.2.1.4.0 versions. I am able to enable it, but then the menu items look like the following screenshot. Any thoughts? I am not able to upload any XML or perform any functions.
