Recruiter A Drafts Job Offer and Recruiter B generates the Job Offer. Is This Possible?

The customer has a pool of recruiters that generate the job offers. They would like the original recruiter details to remain on the job requisition. This recruiter, Jeremy, may be the one that drafts the job offer,(Create Offer, input information, Save and Close) for a candidate, Charles.

Another recruiter, Julie, may then pick up the application for Charles and edit the job offer, make changes to the details and Submit for approval.

When I use Recruiter A to draft the job offer and  log on as Recruiter B, the Edit Offer is not available as a task for the application.
