ORC shows "HR, Pending Manual Process" for an internal candidate, but we can't find where that proce

New to Oracle, sorry if this is a sill question...

We have an internal candidate who accepted the offer, and we clicked move to HR. When we look them up in the applications it says "HR, Pending Manual Process" but I don't know where they go or why they are in that state. In the transaction console I see that "Checklist Actions - Move to HR" was successful. Where did he go and why didn't the job change take?
