Possibility for Internal Applicant To Apply To A Job Via The External Career Site

Is it possible for an internal applicant to apply to a job requisition via the external career site using an email listed on their core hr profile?

the reason for this is that our client is only allowing access to oracle hcm cloud on their server. So if an internal candidate decides to apply outside of this server they will be blocked.

examples of this include, if someone wants to apply to an internal job on the weekend.
