General Preferences OTBI Subject Area

Hello All.  I am trying to include Language from General Preferences in an OTBI report, but I am not able to figure out which subject area general preferences are in.  Can anyone help me out with this, assuming General Preferences are even in an OTBI subject area?  Thank you for any direction provided!
