Business Scenario:

As part of project planning/execution, PMs are expected to provide MSP project plan to end-customer to track the plan and schedule.  When PMs submit their project plan, they do not want to show internal cost rate to the end-customer. They want to show only efforts, schedules and percent complete and etc. Additionally PMs may want to use the bill rates and showcase how they are doing against their SOW. PM wants to change rate column in MSP to use for bill rate instead cost rate. It will give a clean planning efforts with bill rates in MSP and can be submitted periodically to
