ESS - Updating Highest Education , but getting email notification for Ethnicity update

Hello
In ESS 
1. Me --> Personal Details --> Demographic Info ( edit)
2. Update 'Highest Education' and submit
 
User getting email as below change. Even though Ethnicity was not touched. 
Deleted Ethnicity: United States
Ethnicity XXXX
 
On analysis, I found the ethnicity was loaded as 'Primary Flag = N' but when you update Highest Education, this Ethnicity Primary Flag is set to 'Y' and email is sent for this change
 
There is no primary flag for ethnicity in front end.
 
 

As per Oracle docs, "Does the primary flag in PER_ETHNICITIES have any meaning for US ethnicity? --> No. That field does not apply" but still there was an update and email communication. This is causing issue / confusion with the users.
