Difference between Expense Account and Costing for a Person pages

Good day,
Could yo please explain the difference between 2 objects in Manage Person section:
- Expense Account (on Employee Assignment)
- Costing for a person (separate page in Manage person tasks)
The data stored in these objects is quite similar (please see attached screenshots), so I would like to understand the difference and if it there are cases when we need to use both these objects in the same time? Could you please give some examples?
