Send Welcome Email Notification to new user accounts

Hi Community,

After enabling Notification Template & also the respective Profile value

Navigation: Tools > Security Console > User Categories.

The user is not receiving the Welcome Email Notification after the candidate is Move to HR and Pending worker account is created

Am I missing something on this please advice
