Grade rate Minimum and Maximum need to be fixed irrespective of FTE

Our current Grade rate setup prorates the Salary Minimum & Maximum based on the employee FTE. The current set up has Frequency = Annually and Annualization Factor = 1. Please advice on the changes to the setup so that the Salary Min & Max remains same as the setup in Grade rates irrespective of FTE. Thanks.
