Extensibility of Fast Formulas?

Hi, I am researching Fast Formulas for a task in my organization and need some clarification that I can't seem to find anywhere else.

1. Can you use fast formulas on HCM Core pages/attributes? I.e could you run a fast formula that compares the value of an Assignment Name to a value set of Assignment Names to see if it's in there? I only see fast formulas used in terms of payroll/salary when I browse the internet.

2. Can you do field level validations using fast formulas? I.e as someone is entering a value into a field there is a way to validate that it is an acceptable value?
