How do I ignore an approver in the workflow

I have a situation in my workflow.
Ex: User A approves a workflow track, so a promotion is requested for this user A, my rule would be to ignore the approval of user A, because according to the business area they do not want user A to know that he will have a promotion for him, as this workflow can still be canceled.
