Manage Access to setup and maintenance area based on tasks

Requirement is to give access to setup and maintenance area only to access some of the tasks.

For example: Application Implementation Consultant role gives access to most of the tasks, Is it possible to restrict access to limited tasks and not affecting other functionality?
