Need Help Understanding ESS Job: Process Unfinished Attempts

Can anyone share experience or any guidance with scheduling or running the ESS Job: Process Unfinished Attempts?  

We have both SCORM and AICC-HACP eLearning content, where many learners are "stuck" showing In Progress.  We know many have completed the activity as they provide proof of completion via screen shot of last page of the module or a completion certificate.

We were instructed by Oracle to enable the ESS job.

Before we do, I'd like to fully understand it's impact.

• Does it effect EVERY activity in the learning catalog or can it be applied to select learning items?
