We have faced the issue when users press the "Submit" button before entering the Assignment, Salary, Payroll Details, etc, sections.
The system doesn't prevent it in spite of mandatory fields in the Salary section and it causes issues in the approval flow. like below:

The request operation failed with the business rules defined for LocalAndGlobalTransferRuleSet.

This behavior is definitely incorrect. Is there any way to prevent submitting a transaction if all data in all sections are not provided?
