Unable to Cancel Requisition where PO's were already canceled

We have an issue where requester is trying to cancel the requisition and getting attached error.

There are the steps followed by requester incorrectly to cancel the PO's.

1.Requisition RHTSCHO0000045 is created and approved. Requisition has 2 lines.
2.PO is created for each requisition line PHTSC0000009 and PHTSC0000010.
3.PO's are partially receipted - Receipt numbers 15 and 16.
4.Now Requester cancelled the PO's. Both PO's are in canceled status and Receipts are in returned status.
5. When requester open requisition and click on actions> cancel Requisition > Attached error pop up.
