Supplier is not able to cancel unfulfilled demand on a PO in supplier portal

Content

Cancel unfulfilled demand is not visible in the supplier's window when they cancel a line or PO. This leads to purchasing users creating POs again for the unfulfilled demand. If possible, I want to default to ALWAYS for supplier cancels, but I'll take giving them the option.
