Hide the Questionnaire Tiles based on Role

Need some guidance the way to achieve this requirement.
Need to have only certain tiles on the "Add Contingent Worker" Action's questionnaire page to be displayed when Line Manager is performing the action. The same action when performed by HR, all the tiles should be appearing. This has been worked on through Transaction Design Studio by creating a rule for Line Managers and hiding the tiles which are not required.
The issue is when the Line Manager also happens to be HR, and performing the action through HR specific role, still the employee is seeing only the tiles which are eligible for Line Manager.
