Town of birth field as lookup

Hello experts.

when in address and birth information we have the 3 fields: Country , state and town.
Country has a lookup, that is OK.
How do we customize the environment so that State and Town also turn into lookups?

This configuration can be set to all places where there is a field: town?
In Manage Geographies we can make city a lookup.
but how do we make town of birth a lookup as well?

The workaround we came up with is to use a DFF with a custom lookup but it does not feels right.
