Custom Role to restrict certain employees salary

Hi all,

we have a requirement to create a custom role that restricts certain employees' salary.

Example:

we have 3 - Vice Presidents, the 3 VP's salary should be visible to only one HR, and the rest of the HR's should not have access to see the VP's salary.

Please let me know if anyone has any ideas.
