Change Assignment > Second Approval Groups with FYI not notified

Hello All,
I will appreciate your support on the issue below:
We have configured the Change Assignment approval rule as per the below:
- First Approver is the HR Director
- After HR Director approves, the HR Manager and Admin Employee should be notified: We have added one Approval Group (configured with HR Manager) with Action Type “Information Only” and another Approval Group (configured with Admin Employee) with Action Type “Information Only”.
However, after HR Director approves, only the HR Manager is notified. Can you please advise how Admin Employee can also be notified?
