Create Offer Action not available

Summary

Although I have Recruiter & Recruiting Manager Role, I cannot see "Create Offer" action.

Hello,

I am not added as Recruiter or Hiring Manager or Collaborator to Requisition X, but I have Recruiter & Recruiting Manager role.

Candidate A has been added to Requisition X and candidate is on Offer (to be created state), but I cannot see action "Create Offer".

Please let me know what else to do to see "Create Offer" action
