Summary

Bell and email notifications not sending for non-primary phone/address

Content

We have rules set up to send an FYI for phone/address changes to HR.  When we change primary phone we get a bell notification and an email.  When we change non primary we do not get a bell notification or an email.  I see nothing in the rules that says primary only, but is that supposed to be the behavior.
