Hiring manager role automatically assigned to the employee

Hi Team,

We have created an auto-provision rule and in that provision role, we have attached the hiring manager role. we haven't run any scheduled process to assign the hiring manager role by auto-provision but it's assigning the hiring manager to the employee.

Anyone can tell me what cloud be the reason behind it.
