Approval rule for Documents of record

Good day!
We have requirements from our customer listed below:
- there must be a rule according to initiator of the uploading documents (wether it is employee, HR specialist or Line manager)
- and specific document type should be included in the rule as well.
Examples:
- if employee uploads passport > notification goes to HR specialist
- if HR specialist uploads passport for employee > bypass
- if Line Manager uploads passport for employee > notification goes to HR specialist
- if employee uploads marriage certificate > bypass
Is it possible to create such approval rules for Manage Document Records?
