Bank accounts and Payment Methods for employee. Which roles and privileges are needed for access to the task?

Hi, 

Can you please help me identify the problem with visibility of Bank accounts and Payment Methods for the employee? 

I manage to configure this for the employee as a Payroll admin but if we offer it to the employee via a Checklist task, he has no access to this task

I attach the screenshot of the error to this post. Appreciate your assistance for it.
