Secure access to Job Offers by Recruiting Type

We have the requirement to secure a Recruiter’s access to requisitions and job offers based on recruiting type. Recruiters have responsibility for specific recruitment types and need to be able to access all requisitions and offers relating to those requisition based on these recruiting types. Recruiters are given the recruiter and recruiting manager roles. We have secured the requisitions using an area of responsibility with the recruiter role but are unable to find a way to do the same for the recruiter manager role. Has anyone else had any success securing job offers with AoRs? Thanks!
