New hire report - Need to remove Global Transfers with changes afterwards

Hello,

We are creating a new hire report that would show employees with a work relationship start date within the past year but we do not want to include global transfers. We have several global transfers that have had additional changes on their records since the Action: Global Transfer change, so even when we filter out global transfers using the Action Name they still pull on the report, since their latest change has a different reason. Any advice? Thanks!
