Unable to see option to download offer letter after creating it

Hello,

A member of our Recruitment team is having difficulties completing offer letter for requisitions she is a collaborator or recruiter on. 

She is able to create the offer letter, however the option to download does not appear.

Can someone please assist with this and advise on how to troubleshoot? Have searched Oracle Support and did not find anything related to this issue. Screenshot is attached for reference.

Please provide suggestions to resolve.
