Use of Process Learning Alerts scheduled process

Hi Team, 

 

Have a query regarding one of the scheduled process in Learning. The resource alerts are scheduled from Alerts Composer, the even alerts are triggered as soon as event occurs in system. I am not sure what is the use of Process Learning Alerts scheduled process. 

 

Definition given in oracle docs is also not very clear. Has anyone scheduled this process?
