End Dating Suspended - Payroll Eligible Assignment Status

We are trying to end date assignment status for suspension as we don't want to use them.  The 'suspended - no payroll' one we were able to end date without issue.  But the assignment status 'suspended - payroll eligibile' has a mark in the default field which is preventing it from being end dated.  I looked at all the actions, and none of the actions via configure actions have that as a default.

Does any one know where/how to find where this assignment status is being defaulted from so we can remove that?
