Difference when entering value in similar section under element entries for 2 different environments.

When creating element entry we enter value in "amount" section then the federal tax gets calculated correctly in one environment lets say environment A.

Where as when we created element entry and enter the value in "amount" its not calculating any taxes in another environment Lets say environment B. But when we enter the value under "Pay Value" in environment B the tax is getting calculated.

The configurations and setup is same still there is a difference where entering value in "amount" section is working in A not in B. We need to know why this is happening and what is the best practice to use amount or pay value.
