Prevent certain roles from inserting historical data

We have an example employee with assignment details that look like the following. Is there a way to limit line managers to only be able to submit transactions on the "top of stack" row and not be able to add additional historical rows? We would prefer to have those types of data changes limited to specific HR roles only.
