Questions on particular jobs

I have a client who has 2 questions that they just want to show by default for a handful of jobs but just in the US.  If those jobs are selected outside the US they do not want those questions to show.  I have contextualized the questions for just US  and created a template with these questions added and applied that template to one of these jobs.  But the questions show no matter if the primary location is US or other.  What am I missing?
